After reading the article, I do not think we are prepared for a magnitude 9 scenario earthquake on the West coast. Larger cities that have a lot of industry and are population-dense and important economic hubs are older cities such as Portland and Seattle. Portland for example is at high risk from both earthquakes and tsunamis because of its geography and the age of its larger buildings. A lot of the infrastructure in Portland has not been retrofitted to withstand earthquakes. Many cities and towns have similar conditions. In a magnitude 9 scenario, many buildings in cities will be completely destroyed and reduced to rubble.
